Strategi Pengembangan Unit Perbenihan Rakyat Ikan Lele (Clarias Bathracus) Bumi Tatanga Di Kelurahan Tavanjuka Kota Palu
The objectives of this research were : 1) To identify the internal and external factors of catfish public germination site management in Tavanjuka Sub district, Tatanga District, Palu. 2) To determine the proper strategy in developing the public germination site in Tavanjuka sub district, Tatanga district, Palu. The setting of this research was the labor to provide cat fish seeds in the district since this site are the only public venture in the place that can be organized using the strategy plan. The data of this research where gathered by observation, interview, questionnaire, and focus group discussion (FGD). This data then were analyzed using SWOT. The research findings were taken through developmental strategies WT (weaknesses – threats) to support the defensive strategy with formula as follows : 1) giving security upon the location of public germination site in order to decrease entry of domestic animals and lack of mother catfish; 2) increasing financial capital in the purpose of seeding progression and lacking competitors of the public germination site; 3) Optimizing technologymastery of the cultivators to decrease competitions; 4) Managing finance as good as possible to cope with disease and fuel oil interruptions. According to the analysis on IFAS table, the total score of the matrix for strength factor 0.93 and weakness factor 1.74, whereas based on the table EFAS, the total score of the chance 1.00 and threat factor 1.4. since the weakness factor is higher than strength factor, so that public germination site of catfish seed was very low of benefit for the workers. The reason was because the public germination site of catfish seed encountered many types of threats and internal weakness.
